District-level risk built with a two-tier, game-theoretic AHP‑Entropy Weighting (AHP‑EW) model — separate hazard (elevation, slope, wind, precipitation, soil, distance to river/coast) and vulnerability (population density, shelter distance, road density, land use) sub-indices, combined into an overall risk score.

About this model

The risk index combines two sub-models — Analytic Hierarchy Process (AHP, expert-weighted) and Entropy Weighting (EW, data-driven) — through a game-theoretic combination, following the approach used for storm-surge risk mapping in coastal Chinese cities, adapted here to a two-tier hazard/vulnerability structure and validated for south-central Bangladesh using Sentinel-1 SAR flood-extent detection from Cyclone Remal (May 2024).
